there may be Apps or tools to use in device or online that can be used, for drawing, but not as editor on computer,

Just look for drawing apps for the device. If you find them, then yes, it can.
I happen to use an iPad, and, while not the most ideal drawing tool, I am working on replacing my traditional paper pad and pencils with the iPad for quick sketching in the field.
But for real, paid illustrations, I still plan to do the work in front of my desktop graphics station.
